Display a user editable disclaimer on the login page of all clients

Add a user editable disclaimer field/box to the login page of all clients (web, mobile web, iOS, Android, Windows map drive, macOS map drive).
Administrator will enter text and links to display. Include the ability to optionally require a confirmation of a check box prior to permitting login.
Will need to log acceptance confirmation on login when required.
Will need to accoutn for how require acceptance will impact remember me and map on startup for installed macOS and Windows clients (probably removes ability to have this feature)
